Not quite spraddle leg but chick can't stand

This chick is about 36 hours old and from the beginning has never stood up straight. I don't think it is exactly straddle leg as the legs don't splay out to the sides he just won't stand. He pipped on day 22 and was shrink wrapped so had to be helped out, never had a slippery surface to walk on. Maybe the legs just aren't strong from not pushing out of the egg himself? I tried to make a chick chair but he's making such a fuss it keeps tipping over.

I've had new chicks that needed help have the same issue. I always solved it by wrapping them tightly in a washcloth, like wrapping a wanton. And let them "re-hatch". You have to take them out to feed them and give them water. But, after twenty four hours, usually they push out and walk.
