Yes, it looks like a very new case of bumblefoot which is simply a foot injury infected with staph or other bacteria. I'm thinking there's a possibility of there being a foreign body under that little dark scab. A nice ten-minute soak in 100F Epsom salt water will soften the tissue so you can lift off the scab and see if there's a splinter under it. Treat with Vetericyn, and I'd still bandage it for a couple days to keep it clean. That should heal very quickly.
