Not using a heat lamp?

Hi everyone! I am planning on getting some baby chicks next week. Where I live (central california) it will be high 80s low 60s. Would I be able to raise the chicks outside? Do they still need a heat lamp? What would be the best way? Thanks in advance

If they are just day old chicks then yes, they need some sort of heat source (lamp, plate, pad) since you'll be brooding outside I suggest either the pad or plate since it lowers the risk of fire.
 
Should I brood them in my garage? or do you think it would be okay if they are outside?
