I know for a fact this 4 week old hens father is a Speckled Sussex, but now I'm not sure her mom was too. When she was hatched she had the chipmunk look and so I assumed she was from my SS hen. The only other possibilities are a RSL, BSL, and a Welbar. I would guess Welbar by her color, but she did not come out of a spotted egg like my Welbar lays. So, do SS chicks get a butterscotch color at 4 weeks old?

You're right. I don't think her mom was a Speckled Sussex, since she is definitely not a purebred Speckled Sussex. She is probably a mix of either RSL or Welbar.
Do you have any pictures of the hens that you could share?
I want to say she is a Welbar cross, but I'm not certain.

I think either the Welbar or black sex link is the mother. RSLs carry the dominant white gene, but the chick doesn't have that. It is definitely not pure speckled Sussex.

I also think it is too young to sex accurately, but if the Welbar is the mother then the chick is female, because male chicks from that cross would be barred. I the other is the BSL it will take longer to tell.

Here is the rooster. He is definitely the father. Here is my Welbar and my RSL. I would guess Welbar, but the egg wasn't spotted like hers normally are. BSL are half RIR, so..... maybe that's the mom???
