Now positive the 4-pack are all drakes...well PRETTY sure

My 4-pack of felons is now 13 weeks old. I have been pretty sure for awhile they are all drakes. My Runner (Doc) has the most pronounced drake-feather and the KC (Niles) and Cayuga (Mose) have the curled feather, just not as pronounced as Doc. But my WH (Daphne) has all the coloring of a male (light colored bill, dark head with a green sheen, and white ring at neck), but no drake-feather!

Do all males develop the drake-feather?
 
Yours are about the same age of mine and I can tell you that my runner was the first to develop a drake feather. I don't have any welsh harlequin males but I know my Cayuga male hasn't gotten his drake feather yet and my Ancona just started to show his. All males should get the drake curl. Also my Rouen male is still molting hard and hasn't developed his curl yet either. But he's an obvious male due to his new coloring. Maybe your Daphne is like my petri and due to the major color changes happening he hasn't gotten his curl yet.
