NPIP certification with both chickens and muscovies - New Hampshire

Hi all, hoping someone else has encountered this. I sent in a request to get my flock NPIP certified for future hatching egg sales. Easy peasy, someone coming out in a month to do blood tests, but I mentioned my muscovies and that brought things to a screeching stop.

My muscovies free range so they have some contact with the chickens. Apparently I will automatically fail inspection if the two flocks are not 100% separated, even if the waterfowl is tested. This is a bit problematic since my muscovies have never been penned up in their lives.

I haven't found any documentation of flocks needing to be kept separate if everyone in the flocks is tested. Is this just a New Hampshire thing?
 
Interested in hearing what they say. I thought about getting NPIP here in Maryland but my chickens mingle with my free range guineas and turkeys and I suspect that would be an issue.
 
Never heard of such a thing. I'd talk the the supervisor/administrator. Perhaps the person you spoke with is confused on the concept that an NPIP flock is essentially closed. Meaning it can not have new none NPIP introductions to it. That does not mean two different species can't be in contact on your property if both are NPIP certified. Makes no sense.
