Npip in CT not needed for local sales?

I was told recently that I don't need NPIP in CT unless I'm shipping out of state. Is that right?

If you are shipping birds (and eggs, possibly) anywhere, you need NPIP. However if selling at swaps, auctions, CL, where no shipping occurs, then you don’t need NPIP. However, there is probably a FAQ section on the pertinent NPIP site that may answer this exact question.
