The faster service would cost them more. Data takes power and equipment to send. The more data sent would need faster servers and better parts and the upkeep of those would cost more.
I would call them up because there is other things that can affect your streaming. There could be line noise and other stuff I really have no idea about.
We run 4-5 different things on here and have no problem normally only one item is streaming video though. So our 15mbs turns out to be about 3-3.75 if everyone is using at same time evenly.

Sorry your having problems. I feel bad because I always say go to twc and I know I've told people on here to do so. The only problem is each area is different servers and are ran differently. If in a few days they cant get it fixed or are working too slow threaten to go to back to Verizon.
