So are the dust and scavengers not really allowed in the other territories then since they are seen as evil?

The Dust can be seen at SeaPoint for jobs and can travel a bit more freely, they do have to deal with hate and discrimination though. No other group can travel in Spirit territory as it's so overgrown and unknown and they have to stay away from Deadeye City and the Stronghold of Steel. Scavengers on the other hand stay to their territory unless attacking, if one of a different group sees them they are to assume that they are there for war and alert everyone they can as the Scavengers are merciless and will wipe out a small town in a night if given the smallest opportunity.

Well there aren't many Scavengers, I have the only two besides yours and none of them are in Sharp Horn so hmmm that's a good question :/
