odd behavior among pullets & cock

i have five 4-5 week old pullets and cocks. Sometimes when im watching them, they will go up to another one and raise thier neck, fluff up thier neck, and look the other one straight in the face. i would think this is a cock behavior, but cocks do it to cocks and pullets, and pullets do it to pullets and to cocks! I havent had my camera in time to get a pic, but when i do ill post a pic. Can someone help me figure out what they are doing!?

They are squaring off, sizing each other up, practicing establishing their place in the pecking order. Its pretty funny stuff

It doesn't matter the gender, they always do that at that age. (and when they are 4-5 months ,aswell).
