It is actually the special feathers called sickle tail coverts that give the curly tail look to roosters, not the actual tail feather themselves. Those sickle tail coverts come up beside the "real tail" and grow out to form the sickle shaped feathers laying against the real tail.
Both of those birds are nor showing any hint of the sickle tail coverts nor the thin, super glossy rooster type feathering on their necks and backs- at their ages they would have quite a lot of rooster type feathering for several weeks already.
EE are deliberately bred to come in a very wide range of colors and patterns.
EE are also known to come into lay much later than other breeds. Usually are decent layers once they start.. so just sit back and wait on those.
It's also possible one or both have been laying except they aren't laying green or blue eggs- that can happen to their mixed parentage. However the comb on your girl doesn't seem very red yet... which is a sign of a hen coming to lay so likely just "not yet"...
