Odd feathers on mixed rooster

We hatched this roo last fall and have been wondering about his feathers. They almost look backwards. He is very healthy and presents no other oddity. Any help would be wonderful, thanks.

Are they shredded, like Silkie feathers? Does he always wear them that way, or was he puffing up?
Sorry, just trying to figure him out. He looks like he has a mane
