Odd looking fluffy feathers on back near tail...Molting? (Pics included.)

One of my hens has fluffy feathers on her back near her tail. Is she molting? The feathers have gotten fluffier and stick up more with each passing day.

My barred rocks look the same. They are also missing feathers around the vent/butt too. I didn't think they would molt the first year. It's not red around the vent area. No mites or lice. The other hens are fine. These are 9 months old and lay very well. Out of this one coop/run I have I'm getting 7 to 10 eggs a day out of 10 hens. Short days and cold here too. I've got some second year birds that are having a terrible molt. No eggs in at least 6 to 8 weeks. Maybe 1 or 2 a week out of 10. I have more that were hatched the 1st of June. They just started laying. I wonder too what causes that. It's not from the roo riding them. Maybe a mini molt? Maybe self pecking or others pecking for protein.
