I always feel guilty when I do something like that but I'm so sick and tired of dealing with stupid neighbors. They have their little miniature pincher in a kennel outside with no cover and its the type of wire kennel that you would have sitting in your living room. The poor thing has just enough room to stand and turn around in it but he's in it twenty-four hours a day. Unless he escapes and chases everyone and everything. Dont suggest calling the dog catcher. Law enforcement is a joke where I'm at and besides the sheriff owns the house that the people are living in. I hate people.
Our old neighbor wouldn't keep his stupid retriever in the fence and she was always in our yard... but if my little weiner dog even went to the end of our driveway and looked at his flowers wrong the guy would throw milk cartons half-filled with water at him. I yelled once, but at 8years old he didn't take me seriously. I told my dad. it stopped. I feel that if the rock is smaller than the cat then it's fine, but don't be throwing milk cartons at them!
