I have disagreements with your state laws and I don't call them retarded.

What are the requirements for a permit? Do they make it difficult to obtain one?

You have to apply for a permit, free for hobby possession and eating or $50 if you want to be able to give away or sell them.

After applying, the game warden must inspect your premises (cages, etc.) before the permit gets approved. They prefer you source your quail or eggs from inside the state as the G&F has stricter testing rules for import into the state than does the agriculture department for other types of poultry.

When I raised pheasants, the game warden that I dealt with bent over backwards to help me in any way he could.

Why don’t they allow quail? Even housed ones? Are they afraid they will affect native species?
They allow them but you have to have a permit and follow their rules and regulations. The WY G&F are very protective of native species.
