If I lived in the "city" of Belding, MI (pop. 5900 or so), it would not be legal for me to have chickens.

If I lived in the city of Grand Rapids, MI (pop. ~200,000), I could get a permit and have chickens.

I live in the middle of nowhere, near Belding (pop. 13 on our road), and I can have what I want.
 
We live 1 mile outside of town and are zoned agricultural. Since we are zoned agricultural, carroll county MD has a "right to farm clause", where neighbors cant complain about animal or machinery noises. I love our area! Most of my neigherbors have chickens and cows. I love hearing the Roosters trying to out crow eachother in the morning!
 
I live just outside of city limits where only 3 hens no roosters allowed, but I do have an HOA that prohibits poultry/livestock…. No complaints about my 6 hens and 1 rooster though, even after I asked neighbors if the noise disturbs them. My chickens live about 100 feet from each neighbor’s house and my little bantam rooster crows all day everyday….. but the neighbors were shocked when I told them we had a rooster and said they had never noticed.
