I think the animal humane society needs to be involved...if the conditions are as bad as you say they would just take the others away from her wouldn't they ???
I would be worried of her just getting a fresh batch of chicks again !!! She shouldn't be alowed to have any animals !!!
I can never understand how people can't see that the creatures are suffereing. How can they be so heartless !!
