I just got it back from my buddy I let him take my roo.The final sign is crowing so would not give away if not crowing.

It is not uncommon for roos to mature slowly, and his feathering says male all the way. Are you sure he is one year old, he looks younger.I hope so maybe he’s a late bloomer

I would guess they were hatched later, and are younger then, especially if the pullet isn't laying yet.
