The bird being questioned has muffs, a beard, and a pea comb. These are not traits of Plymouth Rocks. They have single combs and are clean-faced. Pea combs never grow as large as single combs, so the size is relative to the age of the bird and this one has a large pea comb!I'm not sure this is an OE or even an EE, it looks EXACTLY like my Plymouths. And it looks like a Plymouth pullet not a cockeral. Again just an opinion
