Time will tell... but it's looking 50/50 at the moment:
OE#1's comb turned red at 3 weeks. OE#2's comb is getting larger too, and pinkish, but more concerning is that it is growing RAPIDLY in size - I swear it's grown about double the size of OE#1 over the past couple of weeks and generally seems to be feathering out faster (and the tail feathers came in sooner and it's feathering in the cutest little crest). OE#1 has more "white" (double barring gene?) in it that OE#2.
Bottom line, I'm having fun with them though and still hoping there's a chance that OE#2 is still a hen

(I will have to rehome any cockerels). There's always next time!
