i just found the 1991 ordinance that does in fact say quiet hours are 7pm - 7am it became a renewed source of controversy in 2019 with the building up of downtown and big 4 station. at the time of the article, city officials didn’t know the ordinance existed! they agreed that it was outdated but have chosen not to change it yet but instead like most ordinances new and old, they leave it open to interpretation and only enforce it by complaint
