Have you treated Aflac with ivermectin?
If the mites are infecting the feather shaft, it sounds like quill mites. From what I have been reading, ivermectin might work. You would want to do an initial treatment and then again in 7-10 days. But, I also read you might have to treat monthly. Is your duck a house duck?
Is your vet an avian vet? If not, they might have missed something.
