OMG, Please Help! Bald Eagle is Stalking our Ducks!!!

Do you think any sort of scare crow like humanoid figure would fool an eagle, or are they too smart? They are brilliant animals with amazing eye sight. I would imagine you would need to put something like Mylar tapes running from it that would constantly move and reflect the sun.
Ive had great results with old 8-track tapes if you can find them at road-side sales, in the garden against Ravens by stringing them lateraling across the garden like the wires in the previous posting... maybe a cheaper alternative?
 
You can try putting up a few owls around the yard, i was told that for the peregrine falcon, and hawks, obviously not the same, but, predators none the less, to put streamers and wavy crazy shiny things in the trees, dog barking recordings, owls in the yard,on the house, i found some good solar ones,the head turns all day long, every 45secs or so, makes a qtr turn. It made a huge diff here, i had a bald eagle circling last week, but he never came back.
 
This works for us, although we only have the occasional eagle, but other birds of prey. Make a scarecrow, but make it look human. We stuff clothing with straw to plump it up. Use a long sleeve shirt and cloth gloves. Attach the glove to the shirt sleeve. Put the scarecrow near or under a tree. Tie a bit of fishing line to the “wrist” and to a higher branch. You want a fine branch that will move in the wind. When the wind blows the arm waves. It’s not consistent so there’s not a pattern for the bird to get used to. Move the scarecrow around. Put him in a lawn chair, next to a bike, change it up. We have a lot of wind and that works for us when needed.
 
Once, years ago, I made the mistake of putting up a motionless scarecrow... sadly, about a week later we realized a pair of sparrows ad made a home in the over-turned black plastic plant can I had used for its head! I guess it wasn’t a SCARE crow!
