Ok so I have tried to incubate two times temp and humidity are right I'm using an older galvanized steel sears incubator so anyway I have only gotten one egg from each clutch to hatch compleatly but I see peep holes in other eggs but no they don't break free and the ones that do I keep them in the bator like I'm saposed to but the first chick was shrink wrapped the second started to fuzz up but then the next time I looked it was wet again both died what am I doing wrong

Forgive me, I'm having a bit of trouble reading your post but I'd like to ask you, what did you keep the temp and humidity at during incubation and then hatching?

Also, if it's an old incubator you may be having fluctuations in temp that could be responsible for your losses. It could also be the health of the hens that you get your eggs from, whether they were shipped or not, etc. There are so many reasons why an egg won't make it but to lose that many twice in a row definitely isn't normal.

Have you considered getting a newer, digital incubator? That might improve your hatch rate. And for what it's worth, I'm really, truly sorry. I've only lost one egg (our of two) and I was absolutely devastated. So definitely sending hugs and well-wishes to you.
