? on 72 hour heat packs

I have read that the 72 hour heat pack hold the temp at 100 for the 72 hours, so, won't that start the eggs developing while in transit?
 
Yes, I've heard of using heat packs with CHICKS, but never with chickens. I think eggs would be much better off cold, so they don't start developing.
