On the fence is this is a roo or not

I hatched my chickens and of the three one is definitely a Roo. I am on the fence with this white one though.

I’ve been saying “she” for the last 10 weeks - but I may be wrong.

“It” is super super affectionate. Loves to be held, loves to fly up on my shoulder or back when I’m in the coop. It is a lovely bird. I can’t tell based off the feather shape on her neck- its brother has very defined hackle feathers already.

I think it is a pullet. Comb and wattles are pretty small.
