One of my chicks has very stubby wings while the others don't?

I have 10 chicks and only one of them has very stubby wings. Everyone else has has wing feathers coming in. This chick is shy, but was the first to hop on the roost. Why does he/she have very stubby wings? Thank you in advance.

He/she is also not growing tail feathers and the others are.

Are they all the same breed? Some breeds feather faster than others. Might also be a cockerel, as they tend to feather in a bit slower than pullets.
