One of my quails wont walk much and just stand there sleeping unless i push them forward. She wont or drink water and i have to feed her myself

I'm very, very sorry to hear that. Newcastle's is very virulent, and very contagious.

If she has Newcastle's, you need to euthanize your entire flock. If you have chickens or other fowl, those too. I can't stress enough that it is very serious and very contagious. If it gets reported, they will all be euthanized whether you want them to be or not.

Do NOT sell, trade, or transfer any of your birds to anyone else. The last outbreak that I knew of in southern CA took about two years before anyone was allowed to export or bring birds in.

Just a test shouldn't cost much. I know you'd rather keep her alive, but if she does pass, you can send her to your state's necropsy lab.
I think it's something like $35 plus individual tests. The pic below is from UC Davis.

Send her in for testing. You seriously do not want to mess around if you have a possibility of Newcastle's in your population.
