I have 30 quail. They are setup with 7/1 ratio. I have one quail laying consistently and that is it out of all of them. What could be the problem?
 
Here is a short list of possible causes for them not to lay

Not enough light - they need 14-16 hours of light per day to lay
Too many males - it sounds like you're at a good ratio
Predators hanging around
Rearranging their living area

Just about anything that causes them stress will keep them from laying. Usually at this time of year the problem is not enough light.
 
All the things @Nabiki , mentioned....and predators don't necessarily mean, cats, dogs, coyotes, raccoons, rats, etc....could be you are bothering them too much.
Is your pen well landscaped, do they have plenty of hiding spaces? ....etc. there are many different reasons, but these are the most frequently encountered issues.
