Open nesting boxes?

Our hens turn 17 weeks old tomorrow. When should we open their nesting boxes, and what do people put in their boxes, straw, shavings? thanks for your help - Minneaplis Hens

I would open them now. You can use almost anything for nest material. I use pine shavings.
