Tractors for meat birds is very common. The better tractors use small welded wire and encorporate aprons that fold down to lay on the ground to prevent digging into it.
 
Yes, you'll want to use 1/2" hardware cloth attached either with washers and screws or with a piece of wood trim over and screwed, and long enough to form an apron on the ground. If you just staple it on, even with poultry fence staples, a determined raccoon could pull it off. Other wire fence can be strong enough, but you don't want a hole big enough for a little paw to reach in since they'll sleep in a corner and along the sides.
