At least fully feathered. The older the better though, and keep them on medicated feed for as long as possible. We have lots of cocci in our soil because it's so wet here...when you do put them out, watch them for being sluggish / fluffed up, and if they get that way, treat them with Corrid ASAP.
 
I never clip mine. If they do get out of their run, or if they are out free ranging, if they are clipped they have no chance of escaping predators, at least if they aren't clipped they stand some sort of a chance of getting away...

OK thanks it hard cause our buttercups are a week older then the blue red laced but seems development wise there catching up quick
