Edited: I have 4BO that are supposed to be the same age, although one smaller than the rest when I got them. They are now 31wks & the "smaller" one caught up ... Oh yea it also had the "bigger" comb/wattle which was a concern but she's laying. You may have a late/slow bloomer.

The black pullet is nowhere near 17 weeks.
I'd guess maybe 10.
