other peoples pets.... what would you do?

Go over when they are there or post a note on the door they may use or even stick something in the mail - tell them you think their cat has been at your house, you don't mind at all, but if they are looking for him, you'd be happy to bring him back over. If not, you'd be happy to keep him.
 
My dear, cats pick their people, people do not pick their cats. You may bring one home thinking it is for you and next thing you know, the animal prefers someone else in the family.
 
My neighbors are like that with every animal they get.First they got a puppy and left it go without a leash and it was always in my yard chasing my chickens and my family would take it back but they would never take it inside.Once i was outside and it stayed in the yard following me around and my neighbors were in their yard and didn't call the dog or say anything they just went back into their house.Eventually their dog disappeared and a week later i saw 4 kittens running around their yard which was worse than the dog since the cat's wouldn't come to me, got big and started killing all the birds at my bird feeder or ending up in the road dead in front of my drive way.Luckily they moved out and took the cat's that were left with them.Also around 3am one night i heard a car and someone on my porch so i looked and someone shoved a kitten between my screen door and my front door and my family took it to the vet then kept it.

Honesty is always the best policy. The people have been informed via the notes, if they wanted to assert their claims on this cat, they would do so. If and when they do, you can tell them they are welcome to him~and the considerable cat food bill you've incurred.
