OWlS how to stop them???

I have a pen with peacocks and pheasants in it. I have now lost 1 red golden, and 4 lady amherst to an owl. I know it's an owl because he is very bold and has tried to take, and has gotten birds right in front of me. I put a cover on it and he hits from the side, I moved the perches, but am still losing birds. Is there anything that will scare him away, oh and he isn't scared of lights either.
 
horned, and I'll be standing talking to people 20 ft away and have had him come down and grab at them, he comes between 8-10 I also found out he eats them on the pole barn 200 yards away out in the field as, they're are wings and legs and all sorts of my birds on top of it!
 
If possible take time to observe sequence. Does he knock chicken from roost, push it off by walking sideways or simply grab bird while it is on roost and take it strait away?

Think he will let you get close enough to net him with a dip net like used for bass? If so, then dip his butt and hold him in net for a few minutes. It will stress him. Then let him go. Hang net by chickens. See if he comes back.
 
Oh he does all sorts of crazy stuff, pulls them through the fence, some birds just die of talon wounds, he also bites them if he cant get them out! And he comes in so fast and is gone to quick to do anything.
 
Can you describe the setup or coop the victims are in? Sometimes when the owl is concentrating on a victim, it can be approached extremely closely. I am guessing you can not pen your birds up more tightly?
 
Well they are in a pen that is 16ft wide, 12 ft tall and 26 ft long. I cant really make it smaller because of the peacocks tails. The birds I have left are two male peacocks, 1 peahen, 1 pr lady amherst, 1pr red golden. It seems like he comes from no where and with a pen that large I cant be on all sides at the same time.
 
the pens has sides, I moved all the perches in toward the middle and low. And he gets them through the sides now that he cant get through the flight nettiing
