Pacing hen and pullet scales

I am totally new to raising chickens so this might be a dumb question. But....I have a hen that keeps pacing up and down the fence, what does that mean?

We also have some pullets with what seems to be a scaly growth on their backs with missing feathers. What can I do about that?
