Feel her abdomen and compare it in size to your other laying hen. If her butt is swollen, she could be an internal layer. If not, maybe it's time to do some more internal/exernal parasite treatment. You could try a flea bath and a blow dry and follow up with a little flea spray. I used Adam's Plus Flea and Tick Shampoo and Spray. If her comb turns more red you know you're on the right track. Then it's time to do some worming.

Abdomen is swollen and soft and skin on swollen area is red - it's definately larger than her companion's. Internal Laying does sound probable - poor girl. There are no external parasites. Will try worming though.
