Panting chick in incubator

One of my chicks that hatched this morning is acting fine, but it is panting and it is the only one doing it. Should I do something for it? Is it thirsty? The temperature is normal and I still have unhatched eggs in the incubator, so I am reluctant to open it and remove the chick.

Also, does anyone know how to make the chicks fluff out? Mine are taking forever.
 
Once mine fluff mostly, i take them out and put them in the brooder, my incubator is outside so in this heat, the babies do seem to get too hot and are happy to be moved to the brooder to eat and drink. i have 12 babies right now that hatched 1-2 every day, so i opened the incubator every day to get them out even though i had eggs still to hatch. the only time i did not open the incubator and made a baby chick wait was when another egg was pipping. Also the humidity in the incubator that is necessary for the eggs seems to keep the babies from fluffing up all the way. Once mine were moved to the brooder and under a heat lamp and next to buddies, they fluffed out completely. hope this helps.
