Parakeet Incubating

My female parakeet has laid two eggs, and the FATHER is sitting on them constantly. He won't let the mother in to sit on them, but he is taking care of them very ell. Could he be a she? His/Her cere is pink, and he is 1 yr old. How do I know if It is a male?

Male budgies that are mature have very dark blue ceres (nostrils) and the females have beige to pink. Sounds like it is SHE who is sitting the eggs. Are you sure you do not have two females? Good luck in any case.
 
Males can have blue for most mutations or pink if its an ino or recessive pied females have white,blue tinted with white or brown when in condition. Got any pics?
