Parasite or molting

I have 4 chickens. 3 look totally fine. LuLu the 4th looks like she has lost feathers in her face and neck. The neck area looks like there is a crusty substance on the feathers that are there. Help me. I’m new to the chicken keeping World and I’m not sure what is going on.

There's definitely something going on like lice or mites. I would go ahead and start treatment. Make sure to follow up weekly for 3-4 weeks to break the life cycle. I would also treat the coop and all roost cracks. Also any other birds that may be scratching. If possible treat them all.
