I have mallards... my guy at F&W said they don't regulate Muscovies. I told him about the discussions on here, but he doesn't know anything about it, and said they weren't worried about the Muscovy.
I have a couple Muscovy eggs that I just moved to the hatcher, so here's hoping!
My permit is a gamebird breeders license. No specific breed listed, so I can raise anything I like. And sell them to anyone for anything, as long as they are properly marked... toe band, tattooed, leg band, or toe clipped. I prefer toe clipping my babies, or all my adults are banded.
The regulations I believe he said I needed 20sq ft per bird, I have 600sq ft as of now and do plan on expanding eventually. So by that I can have 30 live birds. You have to have record of where you got your stock, who you sell them to, there are forms and info. on F&W website. I just searched for gamebird breeders license on their website. But I also checked the federal site, mallards that are pen raised I didn't need a permit for, but other wild bird look alikes I would have.
A picture of a few of the ducks...
And the new house I just built them...
