If by 12 weeks no one is laying they need more light. They need 14 hr's to start laying. They will lay with less once they have started from my experience. ThT or your hens have another stress on them. We had the problem last year when we got our a& ms in January.
I figured they need lights, but don't have a good way to do it, so just waiting for them to be satisfied with the daylight. We are getting 12 hours now so it won't be long.
