Pea chick with swollen eyes

I have a peachick that was born late July. Its eyes seemed swollen I did not see any sinus issues and it was breathing fine but I went ahead and treated for sinus infection with LA 200. The eyes are still swollen it is more behind the eyeball itself not the surroundings of eye or lids. I have read that some birds can be born with Arthritis type issues that can cause this and can be treated with antibiotics to cure it BUT I have not found anywhere as to what antibiotic to use or dosage. He is getting picked on by other chicks and not growing as good as others and it keeps its eyes closed alot. Anyone with information would be greatly appreciated by me, this baby is so sweet and I dont want to loose him (even though I know he will not be good breeding stock as if it is this arthritic condition it can be past on). He is a IB pied split purple/white spalding

When did this start? Something like this happened to one of my ducks after he got pecked in the eye by one of the chickens (he's pecking fights with them, but he stopped after that) I rinsed his eye out with salt water and kept him away from the chickens for a while. It had healed after a week or two. You said that the other chicks were picking on him so that might be it.
 
this was immediately after birth, so he is about 10 wks old I have rinsed his eyes, he does constantly run his eyes...I used some of my restasis (my prescription for dry inflamed eyes) and this seemed to help him as it is anti inflammatory but did not make it go away. I have also used terramycin eye ointment in his eyes. it is both eyes more in the left than right. The other pea chicks are picking on him now as to run him away from food, water or just a certain spot in the pen as they realize he is smaller due to his not eating as much, I think they know something is wrong and you know how cruel birds are to a sickly one. Since the antibiotics are not helping him I was assuming it was the arthritic condition that I have read about that they can be born with. But maybe it isnt. Maybe I should have used a diff antibiotic but I thought LA 200 would help if it were sinuses and it hasnt.
 
sorry I meant he constantly rubs his eyes... not constantly run his eyes
he will throw his head back on the top of his wings and rubs his eyes and also scratches with his foot
