Pea Chick with swollen eyes

Hi all, i am new to this and I see there is lots of wisdom on this site and I am in desperate need of help. I have a pea chick born end of July so it is about 9-10 wks old now. soon after its birth its eyes began to swell. It does not have nasal discharge and no rough breathing but I treated for sinus with LA 200, I have also put terramycin eye ointment in its eyes. it is not getting any better... actually it did seem to improve a bit when I put my restasis eye drops in its eyes ( it is an anti inflammatory prescription for me) but it did not cure it. It seems the swelling is more behind the eye itself. I have a picture attached. it rubs its eyes mostly the right one on its wings and also it scratches its eyes. I really do not know what else to do. I have read that they can sometimes be born with an arthritic condition and it can be treated with antibiotics but I can find no where where it states what antibiotic or dosage.... the other chicks run it off from food, water and even just a certain spot in the pen so he is getting weaker.... I just feed him some meal worms to give him some extra protein... truly do not know if this is an infection or something it was born with but I really would like to save this little guy, he is really sweet...any help/advice would be appreciated.

You are awesome for replying. The problem is there is no vet here in Atlanta who sees peacocks trust me I would have had this baby there 2 wks ago... its not the cost.... it is vets see dogs cats etc.... It is also getting harder to find large animal vets here for cows they are fewer and fewer. I lost a white spalding last yr and had another IB purple pied split getting sick of same diarrhea and a vet in Barnesville helped with Metronidazole, they had no idea but to treat symptoms and I read online and also gave it Cayenne pepper. a necropsy at the GA poultry lab showed blackhead and the cayenne pepper and metro together saved my other bird. I am searching now on how to get my hands on some gentamycin.... I have some cipro pills for humans and I see that also treats pseudomonas, may have to figure out how much of a tab to give to the baby. I know that is not good but I dont have much of a choice, I cant just let it die without trying.
 
trust me Barnesville is just like it sounds it is below ATL north of Macon it is really boonieville. The vet is really good but have no clue about peacocks. oh I did order some fish meds of same that doesnt require prescription early this morning it should be here tomorrow. The vet may be able to run the test though, I need to get on that!! Thanks again..
 
KsKingbee thanks for your help. There is improvement on my little guy I have him and my last born in an x large dog kennel in my house so the others wont peck him and the other one is just for company he cries when is he alone. I started giving him cipro and continuing with the restasis for inflammation and by Friday his left eye is almost normal and his right eye looks better but it was his worse eye. I think he will be OK and I wanted to thank you again!
