I think there may be something wrong with him, does he act normal besides just the not displaying part? Is he running around at times, flying on things, acting like a typical peacock or is he sitting in one place all day? You might want to look into worming him if not. Two summers ago, I was given an IB and he was displaying the very next morning for my peahen, it was right in the middle of Spring. So I don't think the moving would have thrown him off by that much. There's plenty of threads on worming peafowl if that's what you intend to do.
