Ihave two male peacocks three years old and one has started attacking the other .They live in a 16x16 cage 12feet high and they have an 8x8 shelter to go into seems like plenty of breathing room but one wont leave the other one alone and i am worried for the weaker ones life.

Sounds like you'll need to sell or rehome one of them.... and get the one you keep a couple of pea hens.
 
16 X 16 That to small for two breeding age males to be pen together ,during the breeding season.
 
Yeah get them separated!! Mine can't even be together in the yard the dominant one chases the other relentlessly, I tried catching the one after he hopped my fence with clipped wings during his escape and I got spurred bad. You'd prolly have less of a problem if you had them in a BIG pen and you had multiple males or just a single male.
