Pecking Feathers

I would also raise their protein levels to at least 18% to stop this bad habit. Feathers are made of a protein (keratin) and if chickens are deprived of protein, feather picking is actually normal. Just make sure you have adequate space in their run with places provided for the victim to escape the culprit such as roosting poles, maybe chairs etc.. Pinless peepers was also a good suggestion since aggression can be in their genes and some breeds are bossy by natural instinct.

Keeping them entertained to stimulate their activity such as cabbage fruits etc.. will help reduce aggressive behavior. If this solution isn't successful than they might need pinless peepers.
