Pecking Problems

I have a hen that pecks the others on their backs at the base of their tail. She seems to be the "bully" of the flock. I've had to isolate one poor hen while her back heals, but she's featherless.

Is there's anything I can do to prevent this behavior?

It's still cool here but getting warmer. Do I need to be concerned about missing feathers and keeping warm on victim birds?
 
From other threads, I've read that keeping the bully in a cage for a few days might help because it lowers their status in the pecking order.
