pecking problem's

I had 38 quail in a brooder and now I'm down to about 30. My problem is some are pecking the top of the beaks off and killing the others. I don't think it is overcrowding because my last hatch I had more than this and had no problems. I even put limbs and such in there thinking it might stop it but it didn't help. Any suggestions.

What type of quail and how old are they?

They are georgia jumbos and they are about five or six weeks old. Like I said I thought it might be overcrowding but the last batch was bigger than this one and I didn't have this problem.
