Pecky Face is getting picked on

One of my smallest Barred Rocks, I call her Pecky Face, because that is what she is. When she wants my attention she pecks my legs or my toenails.
She has always been very social,and vocal, the first to come running up to any of us that go outside and letting us pick her up.
It looks like she is getting picked on. We think it is happening at night in the coop. She is lacking neck feathers and it looks like she is losing weight.
She looks pretty pathetic. She hasn't been very social. Today she came and let me pick her up. If things don't improve what do we do?

How old is she? She could be molting, it really takes it out of her.

My barred rocks have always had super rough molts, no idea if it's a breed thing but it seems like they look rough for half of the winter.
